FACULTY POSITION IN HOMELAND SECURITY
Daniel Webster College seeks a full-time faculty member to lead its new Bachelor of Science in Homeland Security. The position is available January 2008; a later start date is negotiable.
New Hampshire’s first-of-its-kind program, the BSHS is designed to educate students in the nature of the problem posed by threats to peace, justice, stability and security, and approaches to resolution and solutions, grounded in the study of the social sciences that recognize that the problem is a uniquely human one and to prepare them to specialize their focus in the areas of Aviation or Computer Security, or allow for a self-designed concentration. The program is based on these goals—to prepare students to:
*Describe and analyze the causes of human conflict and the scientific principles that contribute to its maintenance and its resolution.
*Describe, analyze, and implement solutions to crises and disasters.
*Demonstrate an interdisciplinary understanding of homeland security issues, including terrorism and the nature of threats to peace and security.
*Apply knowledge of aviation, computer, and other tools to contemporary security challenges and scenarios.
The lead faculty member will direct the program, guide its students, and play a key role in the evolution of the curriculum and development of new concentrations. In addition to teaching and advising, this faculty member will be responsible for developing a cadre of qualified working professionals who can serve as adjunct faculty, program promotion, and close work with the College’s Homeland Security Advisory Board to ensure that the program retains high credibility and quality.
Qualifications: The successful candidate will possess an earned advanced degree in an appropriate related field and experience in a leadership position in homeland security, law enforcement or the military or another appropriate field.

Research Director, Homeland Security Program, and Distinguished Chair, Homeland Security Studies
RAND seeks a combination Director, Homeland Security Program and Distinguished Chair, Homeland Security Studies. The Homeland Security Program, housed in the RAND Infrastructure, Safety, and Environment (ISE) division, encompasses RAND research on homeland security issues, including national preparedness, critical infrastructure protection, cyber-security, emergency management, terrorism risk management, security cost-benefit analyses, border security, enhanced capabilities for responders, domestic threat assessments, domestic intelligence, and personnel and training. The program director will build on RAND's extensive work in homeland security and is responsible for leading and guiding the agenda of this program and expanding its business base among domestic and international agencies and firms, consistent with RAND's mission to improve policy and decision-making through objective, independent, and innovative research and analysis. Specific duties of the program director include playing an intellectual leadership role in shaping and guiding the program¿s research agenda and working with the ISE division leadership on research and business opportunities.
The program director will:
- Identify project leaders and other project staff
- Mentor, develop, and manage the performance of staff working within the program
- Monitor budgets
- Ensure that high-quality products are produced, delivered on time, and that their results are effectively communicated to project sponsors, the broader policy community, and other stakeholders
- Actively collaborate with counterparts in other research programs and divisions at RAND
- Conduct his or her own policy research, with a strong emphasis on one or more aspects of homeland security
The distinguished chair will enable the program director to provide intellectual leadership in homeland security issues across RAND¿s multiple divisions, programs, and centers. The chair will also enable the program director to contribute to a wide range of other corporate research and development efforts.
Educational requirements: PhD or Master's degree in engineering, a physical or social science, public policy, economics, or related field.
Qualifications:
- The applicant should demonstrate a substantial track record of experience and excellence in academic, government, or policy research settings related to one or more of the policy areas of the program
- Knowledge and understanding of a broad array of current and developing national and international homeland security issues is essential
- The record should demonstrate proof of research and analysis capabilities, securing extramural funding, and broad and deep knowledge of the relevant policy environment
- Candidates must have strong leadership skills and be able to market and manage a research program
- Program director must have exceptional abilities in managing staff and client relationships and in written and oral communication.
Specific technical skills required/preferred: Extensive knowledge of at least one of the target policy areas of the program and technical proficiency in one or more of the following areas: decision analysis, program evaluation, modeling, quantitative or qualitative methods, statistics, and systems evaluation.

Minimum Qualifications:
Current and valid license to practice professional nursing as registered nurse (i.e., R.N.) in Ohio as issued by Board of Nursing per Section 4723.03 of Ohio Revised Code; 24 months experience as Registered Nurse practicing in infection control in a population/community based setting to include both:
analysis and interpretation of collected infection control data
and investigation and surveillance of suspected outbreaks of infection;
and at least 3 of the following:
1. Planning, implementation and evaluation of infection prevention and control measures;
2. Education of individuals about infection risk, prevention and control;
3. Development and revision of infection control policies and procedures;
4. Management of infection prevention and control activities;
5. Providing consultation on infection risk assessment, prevention and control strategies); AND
4 months training or 4 months experience in public speaking/teaching techniques;
3 months training or 3 months experience in computer operation.
